Like "The Changeling," there are a few good ideas here that are picked off and used better in later episodes. That this episode's greatest claim to fame is the second-greatest number of red shirts killed says a lot about it.

--you mentioned rewrites and behind-the-scenes conflict; this ep does seem like it's a bit patched-together.
I wonder if this Farragut was the namesake for FanPro's 3057:Revised Farragut.
I think it's a matter of convergent naming. David Farragut is a US Civil War commander which means that there's at least 2 Star Trek ships that bear his name and no less than 2,317 things in Battletech are named after him.
Okay, yeah, that makes more sense.
