It's an ironic title for an episode in which many things which happen don't cause anything because everyone is stuck in a time loop. Everything causes the destruction of the Enterprise until it causes it not to be destroyed.
It's one of those solid episodes that shows TNG in its stride; characters we know, cool sci-fi concept, and a fun mystery. It's hard to say anything about an episode that's generally good.
Well, it's hard to say anything except, "YOU HAD TIME TO DO BOTH!"

Good episode, good commentary.
I love the extra depth the first scenes (after the opening credits) get on rewatching.
Solid point about [detecting when reality is wrong] being an established and revisitable facet of Crusher's character. A more sophisticated version of McCoy's Spock/not-Spock detector.
Wouldn't mind an episode of Dr Who where the doc realizes she's in a time loop and takes the opportunity to hone a skill.
Production note: you may want to recut the very last part before your boilerplate end credits.
